  1. YES!

    IPs are usually region specific (or at least known to that region).  

    Additionally.  Each ISP has so many "real" or Public IP addresses.  This is from their pool to give out.

    Plus, the IP works like a zip code.  You cannot be on the other side of the world and the same zip code and expect the postal system to get you your mail!


  2. The simple answer to this question is "yes".  Each ISP has a block of addresses assigned to it by ICANN.  You wouldn't have to move to another country...if you just change ISPs where you live right now, I promise that you'll get a different IP address.

  3. your public IP will change if you change ISPs.

    Your internal IP, you can control that.
