Does your credit card have to be from your account that's registered on paypal?

I know that question is a little weird. What I mean is: I paid for something on ebay, but I used my dad's credit card "with his permission of course." The credit card is registered on my paypal account, but the account that the credit card is from is NOT. I have my own account on there. Does it matter?

You can use different credit cards for one paypal account. I've done it...even if in someone else's name, so long as you have billing address and phone number, which you probably already entered
