Or even better, to fire bad teachers.

No. It is very hard to switch because they try to keep the classes even. If they let one person switch, then others might want to. Only under very extreme situations would they do it. My son switched in 3rd grade but he was a special ed student and we took care of it in a case conference.

I wish! Try being stuck with several incompetent teachers for the entire year. Who all hate you for no apparent reason!
