Yes, he does. Siamese cats are very extrovert, they make a lot of noise and can become extremely vocal. They sometimes make a noise that is quite similar to a human baby cry, and that's why their nickname is “Meezer”.

My Persian is part Siamese and he talks non stop at times. And he is LOUD. Loud enough to wake me from a sound sleep in the middle of the night from the other end of the house. And considering I managed to sleep through a neighbor using a shotgun to kill a coyote outside my house, then animal control and the cops and neighbors right outside my window, I can sleep through most anything. I am surprised my neighbors don't complain.

YES! My kitty is a siamese mix but she still meows A LOT!

I have 2 Siamese sisters (9 years old now) One is very vocal and yes I can hear her on the other side of the house. The other cat rarely talks but when she does WOW is she loud.

Yeah , I used to think that my Russian Blue talked alot , but OMG , my roommates Siamese cat whined day and night.  Not talking , but whining , like a baby.  It was terrible.  My Russian talks , lots of different sounds and tones , almost responsive to what I said or what was going on , the Siamese had that annoying nonstop cry.  Im pretty sure its normal, the others I have known of do it too.
