Dog Handler in PADD?

Question

Does anyone know how to be become a dog handler in PADD (Passive Alert Drug Detection)? If so what qualifications do you need? How old do you need to be?

You would first have to certified and employed in the law enforcement field.  As in a Police, correctional facility etc.
