Domain names?

I started my own website a while ago, but it's hosted by Comcast, which means that 'Comcast.net' is at the end of my web address, which looks really unprofessional. I know you can pay $10 a year for Google to host your website with your own personal domain name, but I'd rather not pay.

From my research, I've only figured out how to pay for my own personal web address.

So is it possible to have your own personal domain name if you host from a small server on your own computer? If so, how (how to set the domain name, not how to host a server)? And if not, please explain how domain names work, as I've found out that I really don't understand them.
