YES!!!  This is one of my all-time pet peeves.  I particularly resent the folks (mostly women) who go there with young children and let them run amuck while they hang out and generally behave as though they were over at one of their own houses having coffee!  Also when parents treat a library located near a middle school as an unofficial "babysitter" for their kid between the hours of 2 and 5....
