he is doing what all republicans and the framers of the constitution had in mind. giving the control over ones state back to the state. he is not saying that we should kill all animals or build dams he is saying that it isn't a federal government issue it is a state issue just like g*y marriges and abortion and smoking pot and so on and so forth that way if you don't like the way a state runs things you can move to another that is why we are the united states we are supposed to have our own governments and the fedral government was built to protect us from outside forces
