Dont have a highschool diploma but is currently enrolled at a community college?

My friend graduated from highschool but did not get his diploma, because he failed one class and hes currently enrolled at a community college will he still be able to transfer to a 4 year university once he get his associates degree?

He need to talk to a counselor at the CC so he or she can refer him or her to an adult school to get their GED.  It's very important.
