    Yes it does, it's called a Junior Permit.  It allows you to drive by yourself as early as 14 years of age if you qualify.  Here is the application form.

    The DMV gets very few Junior Permit applications and they really don't know what to do with them (they will probably try to discourage you) but if you qualify,

    STAND YOUR GROUND AND DON'T LET THEM PUSH YOU AROUND.  THE DMV WORKS FOR US.  IF YOU QUALIFY, THEN IT IS YOUR RIGHT TO HAVE A JUNIOR PERMIT.

    Sorry, after dealing with the DMV for over 25 years I've found that you sometimes have to remind them that they are "Public Servants".
