Dose a marine licence count as a lifegaurd licence?

Here in California Title XXII of the health and safety code requires Lifeguards to have certification equivilent to "American Red Cross Lifeguard Training."  This includes the YMCA and Ellis & Associates courses.  Not knowing what you mean by a "Marine License" I'm not sure it would be considered equivelent.  It would have to include at least 36-hours of training specific to water rescue techniques, first aid, cpr and preventative lifeguarding.
