Dose anybody know what they are talking about when they say pressure cap?

I want to build a thick bar bell but I don't know what they mean by pressure caps

I couldn't find any reference to any pressure caps.

At the end of a pvc water line, all unused ends are capped. The cap must be strong enough to hold the pressure of that line.That is all a pressure cap does. They should have just said 'cap'.       GOOD-LUCK!!
