Double Standards?

Question

Do your bin men leave the bins strewn all over the pavement once they're emptied so no-one with a buggy can pass them and cause a hassle to blind people. (sometimes they leave them in the road and drivers have to stop and move them in this street)

The council around here are very quick to fine people for blocking pavements when the bins are put out, but their workers seem top have a different set of rules.

Let the company know, first. It seems like they are usually pressed for time to get everything and go! Is it everyday, or can you assume that some windy days blow around trash and the empty bins? This happens often in my street. I actually lost my trash bin because it was so windy. I still have the lid...

Our bin men are great. No problems. But then, we respect them.
