Doubt: How to restrict the users against downloadings in Windows-2003 server (Standerd edition)

My system is stand alone system(not in LAN or WAN). I want to avoid down load options(especially .exe, .mp3 files from internet) for my user..

Plz help..

  1. Block all ports except from the ones crucial for the system (consult manual), and restrict access to any .exe-files not necessary.
