Downconvert 720p to 480i?

Question

ok my dad knows little about tech and since the DTV and HDTV things are poping up every where he asked me whats the diffrence between HD and SD ok so i have 2 of the same videos one is in 720P and one is like 320x480 and crappy quality.....both the vids play on my desktop but the HD doesnt play on my laptop so is there a software thats downconverts the videos that is free?

Play the same HD video first via composite then via VGA (720p).

Playing via composite automatically scales it down to 480i.

In s/w, movie maker should allow you to downconvert.
