i don't usually mess with downloads but there are two online photo editing sites i go to, phixr.com and picnik.com

they are both decent but phixr.com works better

I use this. It's quite good and even has layers, special effects, noise reduction etc

Gimp. It's easy if you have windows...not so easy to download if you have a mac.
