Downloading a photo?

Question

I have downloaded a few photos from a web site(save as....)and put them into my pc folder. But when i try to print them....they come out BLURRY.

Why is this happening?

Is there anything i can do to correct this situation??

What was the quality of the pic in the first place.  that will usually determine how the photos print, or maybe your printer is dirty and is smudging the image.
