I downloaded some music videos from the Internet and copied them to a CD.

They will only play on my PC.

How do I format the CD to play on a DVD player?

Try using Windows Media Player.You can burn ,just get a blank disc and put the music video you want on the burn list and then click burn and it will burn the whole music video on the disc.If that doesn't work try using this link:This will have a free burning software but it only goes up to 30 seconds to burn .                                              http://www.nch.com.au/burn/plus.html
