Downloading ringtones on my phone?

I want to download ringtones to my phone but i do not have internet access.

Is there a website where you don't have to have internet access?

or some kind of cable i can buy to transfer a song from my computer to my phone?

I matters what carrier you have.  If you have verizon, and have Vcast, you can do it right on your phone.  Otherwise, you can bring it to the library or somewhere with internet access and have the ringtone texted to your phone (Via the carriers website), or you can bring it to the store and ask them
