I say Goku, because he's cool. Essentially, Brolly's power was caused by Goku's crying as a baby. Because of that, Goku is responsible for that power.

Brolly reached super saiyen first, but in the end, Goku defeated him, so i'd say that makes goku the real super saiyen.

I'd  say brolly was level two, considering that everyone other saiyen was level one when they all met up.

Maybe the tail was removed by his father at the same time that the collar was placed around his neck in order to better control brolly.
