Dragon user pokemon gold?

ok so behind the eighth gym in blackthorn city, the gym leader is in a cave. it says you have to be a dragon user to enter the cave. theres a guy guarding the entrance. how do i get in there?!?!!?

You have to beat the gym leader in order to go in the cave. After you beat Claire, you must enter and find the Dragon Fangs for her, then you get your badge.

If the gym is locked, then you must fly to goldenrod city and go to the radio tower. Team Rocket has taken it over. After you do that, you can battle Claire.
