I doubt this match would ever happen. Mayweather said he won't fight Cotto because of Cotto's promoter Bob Arum who is also Pacquiao's promoter.

Pacquiao would be barking up the wrong tree. Mayweather would beat him. Pacquiao is skilled, but Mayweather is a natural welterweight. Mayweather has speed, height, reach, etc.

When Pacman isn't fighting, he weighs 150 and so does Mayweather. But Pacquiao has been fighting at 130 all these years because he's a natural fit there.

Cotto would also beat Pacquiao and even Bob Arum himself said to never mention them fighting each other.
