  1. Ever hear of 'Google'?

  2. A permit, or lease, to drill in its self would not have much bearing on a stock’s market value unless the permit were for a location with little chance of failure to reach a rich oil deposit.  Permits would show that a corporation is trying to find oil, at least on paper.  If corporation had no permits, or leases, it would be a sham organization. The market value of a corporation’s public stock would be most closely tied to profits,  the discovery of high yielding deposits, or the lack of success in finding oil deposits after large investments.

Most mineral exploration projects are financially risky at best.   To minimize the risk, scores of geologist are employed using less expensive means than drilling wells to find where the chances are best for discovering deposits.  However even the most encouraging study is no guaranty for success.
