  1. depends, if you register it as a farm vehicle 13 but otherwise 16

  2. yes

  3. Yes.

I once let my son drive who was 14.

One of the marshal came over and asked if he had a drivers license.  When he said, "No," he said my son can't drive.

  4. Depends on the rules of the course, not the law.  You are not operating a motorized vehicle on a public road, so having a driver's license does not apply in the eyes of the law, much like someone "underage" can operate a tractor on your land, drive a lawnmower on your yard, ride a motorcycle in the woods, etc.

If you are at a private course then likely it's allowed (members "own" the course).  If you are at a public course, they may have a rule for how old one must be to operate a cart (i.e. - "driver's license" rule).  It's not because a policeman will monitor the traffic on the course.  Any explanation otherwise, from anyone in any state, is absurd.

Driver's licenses are strictly agreements (and a form of taxation) between drivers and states for the operation of motorized vehicles (that are also registered/licensed) on roadways.

BTW - the same can be applied to boating, as well as flying.  Someone who can't drive CAN operate a boat (depending on the state/waterway laws, but again, a private lake won't apply) and, with proper training/licensing, fly a plane.
