  3. Absolutely yes. It already is here in the UK. Evidence has shown drivers get distracted when talking, more so on mobiles (cell phones). Try this experiment; next time you are talking on a phone make a mental note of where you are looking. It's usually at the phone (cell or otherwise). This is because humans like to "look" at the person they're talking to even if they are not there in person.The only drawback I've witnessed is drivers stopping unexpectedly just to answer a call. There is maybe an argument that anyone with a cell phone and a car should have to have a hands free kit. The only question drivers should ask is "Is this call worth more than a human life ? Either mine or someone elses?"
