if you are in the street drunk driving a lawn mower, it's drunk driving. if you're on the sidewalk, it's drunk in public. same with bike.

If you're riding the bike in traffic, it would be drunk driving, since it's considered a vehicle.  In the park, or on the sidewalk it would be drunk in public.

Some officers will impound the bicycle.
