Driving into mexico; passport for minor?

i will be driving into Mexico at the beginning of march and i will be accompanying minors. one minor does not have a passport. what must i do in order to cross the border with them?

  2. I hope you have a notarized letter from the other parent.  You will need a CERTIFIED copy of their birth certificate, too.

  3. Passports are not yet needed to DRIVE  to and from Mexico. Date for this requirement has not yet been set, but will likely be after next summer.  You MUST have a signed, notarized letter of consent from BOTH parents of each child.  Each person needs to carry their certified birth certificate, and if over 18, a photo I.D. See site below and read section on minors under Entry requirements.  See 2nd site for current passport regulations.
