1. Honestly I have no idea how that phrase relates to driving. In what context did you see/hear it?

2. Depends on the problem. If they're speeding, just let them go. If they're tailgating, pull over and let them pass. If they're weaving in and out of lanes like they might be drunk, get the tag number, pull over and call the police.
