  1. What does your DMV state as far as who you can have in the vehicle? many States restrict passengers for a certain amount of time after getting your first license. Doesn't matter what your parents say.

  2. If you live in an state that issues a provisional (restricted) license to minors, which is most of them,  the answer would be "No". You would have to follow the restrictions placed on your license by the issuing authority. A note from your parents can not override a restriction mandated by your states legislature.

  3. I don't know of any laws in my state saying which passengers I can and can't have.

  4. Since your still 16 years old. You need to drive with someone 21 years or older with a valid drivers license. When your 18 then you can drive on your own. Even with the note you still cant drive your siblings till your 18

  5. In California you would be able to drive your siblings with parental consent. Dont know about any other state though.
