  1. It's not a saying.  It's probably someones assessment of their present company.


  2. The person saying it means that only a drunk, a nobody, or a prude would object to whatever he is going to say next.

    It is an odd collection of people for someone to feel morally superior to.  If you objected to something and this person said it to you, that person is calling your opinion worthless.
