Dual citizenship requirements? filipino-american?

my sister is pregnant and her fiance is an American. is that possible for the baby to get a dual citizenship? and what are the requirements? will they need a DNA test for the requirements? btw, we're Filipinos living of course in the Philippines.

well my cousin is a dual citizen. i'm pretty sure. and her parents are both indonesian with a permanent visa and had her mum gave birth in australia. and i am pretty sure that she is a dual citizen. call your immigration thing
