Dual pane window seal?

How can I repair a portion of my dual pane window seal that is coming out of its groove on the outside circumference?

Check with the manufacture – many duel pane windows will still be under warrantee.  If not under warrantee, then it’s a bit difficult to tell specifically what the problem is.  If the lights (glass / window) are the problem, I’d re-adhere with sikaflex (an industrial strength caulk).  This job may not be a good DIY job…
