Dual residency for nevada and california

how does one go about applying for dual residency for CA and NV in the state of Nevada?

I am not sure it is necessary. You should be able to do everything you need to in either place. Banking, postal service, car registration all need to be in one or the other state. You can live in California and work in Nevada with no paper work necessary or vice versa. I have family that live on the California side but drive into Nevada for work everyday. If you are planning on keeping a residence on both sides of the state line then you will need to pick one as your 'primary' address but you should still be able to receive postal service and such at both places you just need to remember to give out the proper info. every time you fill something out. Look at it as one home being your main residence and the other a vacation residence. You would not need any special application to own or rent two homes.
