Due to change of addres, my wife not able to renew passport, please advsie and what doc require?

My wife not able to renew passport, due to change of address, not find in the old address by policy inquiry. Now facing problem in renewal by new address. Shifted from Andheri to Mira Road, need urgent renewal, as she would like to travel to Saudi for Holy umran / haj. Pl. advise the best solution and cost to get the passport urgently.

It is a complicated  issue,?, You say your wife was in Andheri, than she should have the registration Electoral for Election? or birth Certificate giving the details? as well as the agreement of the tenancy at Mira Road under which Name this was made? all these documents could help? if not get in touch with me with details issue of the subject.  As the narrated matters are not adequate to judge the reality?. Besides the Passport Authority at Prabhadevi, directly  to apply with consultation with the Officers concerned for your Area can expedite the matter?
