    Earls and Barons are considered minor royalty.

    Their purpose was leadership/governance. Kings and princes handed out Dukedoms to their allies, who, in turn, made their friends Earls and Barons, giving them smaller portions of their land.

    Originally, the peerage was about feudalism and vassals.

    There were lords, and Kings could confer lordships upon those who they owed a debt of gratitude to, usually for help in defending their lands.  In turn, the lords provided protection and their vassals provided help defending THEIR lands (which would have been smaller than the kingdom).  In this way, there was protection all around, and people to fight in armies all around.  There was a king, and he had his dukes, who had their land parcelled out to Earls, Barons, Marquis, etc.  The lowest of the nobles were the Lords or knights.  

    The exact hierachy varies according to country.

    In some countries, these titles were handed out like candy by the kings at various times in their histories, and sometimes sold, for the benefit of the crown.

    A duke is a noble person, historically of highest rank below the King or Queen, and usually controls a duchy or a Dukedom. The title comes from the Latin Dux Bellorum, which had the sense of "military commander" and was employed both by the Germanic peoples themselves and by the Roman authors covering them to refer to their war leaders. Dukes were the rulers of the provinces and the superiors of the counts in the cities and later, in the feudal monarchies, the highest-ranking peers of the king.

    An Earl was an Anglo-Saxon and Scandinavian title meaning "chieftain" and referring especially to chieftains set to rule a territory in a king's stead. In Anglo-Saxon England, earls had authority over their own regions and right of judgment in provincial courts, as delegated by the king. They collected fines and taxes and in return received a "third penny", one-third of the money they collected. In wartime they led the king's armies. Some shires were grouped together into larger units known as earldoms, headed by an ealdorman or earl.

    Note: A Royal Duke, is a special title for royal members of the British royal family. The title is usually styled as "HRH", and are bestowed upon the male members of the royal family.
