During huricane katrina, what was up with the gangs?

I was wondering what was up with the hip-hop gangs during huricane katrina. New orleans is a mostly african-american city and it's quite dangerous. It has alot of hip-hop gangs and there are quite often gang wars. It is a poor city. But anyway, during huricane katrina what was up with them? The people took refuge in a big stadium, so if a gang member in there saw an enemy gang member during the storm in the stadium with alot of people around, would he think "oh look, an enemy gang, i must kill him" and then takes his gun out or would he think "oh man, there's already enough bad things hapening, let's not make things worse, we need to work together" so wich one?

    your very misguided on even minor facts of your question.

    it's possible if two enemies where in the same place they would fight. but during times of such turmoil im sure they let it slide.

Do you ever see gangs going all-out where there is authority ?  The shelter had to have some law-enforcement there.  Also, 'gangs' would tend to stick together, so having one or two members in there would be unlikely, as it wouldn't be 'cool' for them to be in the Stadium, sleeping on cots, with crying babies, etc., getting food.  Too much looting to do ! :-(
