Definitely Soviets. They annexed Baltic countries and Moldavia and parts of Slovakia and installed their own govt. in East Germany. If it wasnt the Yalta conference and if Stalin did not agree that France would be kept out of communism, even France was going to be a satellite of USSR since majority of the French people were in favor of communism in the end of WWII.

And u know what, that would universally be great. That would give those French a good lesson, their noses wouldnt grow that big if they had stayed as a petty USSR satellite. They have to thank the Americans.
