  1. Both! An example would be Robert Burnsm who wrote in the Scottish dialect.

    But I think it's fair to say that a lot of 18th C. poetry was largely intellectual (I think of Alexander Pope). The Romantic movement of the early 19th century (like John Keats) brought personal perspectives and emotion to the forefront.
