He ordered its army to use chemical weapon to kill German civilians, but it was not accepted by its army generals , and was not done.

    The first use of gas has been by the France. In the first month of the war (august 1914) the France fired tear-gas (xylyl bromide) to the Germans. It is true that the use of gas on a large scale has been by the Germans. The debut of the first poison gas came on 22 April 1915 (2nd battle of Ypres). It consisted on 5.700 canisters with 168 ton of clorine gas released against the French Algerians and territorial division troop. On 24 April 1915 a second attack has been made against the Canadian troops at St. Juliaan.

    Note Fact Churchill suggested that chemical weapons should be used "against recalcitrant Arabs as an experiment." He added "I am strongly in favour of using poisoned gas against uncivilised tribes to spread a lively terror" in Iraq.

    Conventional raids, however, proved to be an effective deterrent. They brought Sheikh Mahmoud, the most persistent of Kurdish rebels, to heel, at little cost. Writing in 1921, Wing Commander J A Chamier suggested that the best way to demoralise local people was to concentrate bombing on the "most inaccessible village of the most prominent tribe which it is desired to punish. All available aircraft must be collected the attack with bombs and machine guns must be relentless and unremitting and carried on continuously by day and night, on houses, inhabitants, crops and cattle."

  4. Winston Churchill suggested the idea (but that doesn't mean that he issued orders to that effect). In response, his whole cabinet and military commanders were opposed to the idea, and reason prevailed. They warned Churchill that Hitler would be compelled to do the same in retaliation. Surely, they were smart enough to know that it's no way to provoke an enemy dictator who had no qualms of exterminating whole races in retribution.

    For those posters who ask for proof of this, that event was widely written in history books about World War II. That's no secret.
