Just set up an e-bay account what is the best and safest way to pay?

  1. Paypal, because you can check on your paypal page that payment has indeed been made before you send off the goods.  However, the protection they offer isn't foolproof.  I paid for an item I never received, and they ruled in my favour and stated the money would be re-lodged into the credit card.  That never happened.  Otherwise, it has worked well.

  4. Paypal, only EVER use Paypal, or cash on collection if you're collecting it because then you can see the item before you pay and check it's as described.

    You can also contact them through email and chat (But I recommend you contact them through chat) it's much faster.  You can do this by clicking on the "Live Help" link that's located at the upper right hand of the eBay Home page.

  9. COD if you are worried about people not sending you the item.  Otherwise Paypal as it offers you some protection.  Although my personal experience is that they could not get my money back.  I only buy from people with 100% feedback and lots of items sold now as a result.
