It IS a problem and it IS a crime.  You are being assaulted.  File a complaint with the police regardless of what they say and keep filing complaints until something is done.

Actually a BB gun can take someone's eye out and the police were wrong to tell you it didn't matter.  Did you talk to the police or did your parents?  I would report it again and get your parents involved.  Someone shot a BB gun at one of my kids once and I did call the police and the police did investigate.  If a BB gun is used in a robbery the police treat it as armed, just like it's a regular gun.
