  1. PayPal take the money from the seller and then give it back to you.

There are limits to the amount of cover you can expect - look on the listing to see what level of PayPal cover the item had (if the item cost more than the cover shows, you can expect a refund up to the amount of cover, not necessarily the full cost of the item).

Go to your PayPal account and log in.  Find the Resolution Centre (under the My Account tab) and use the Dispute a Transaction button.

Time limits apply so be aware of those.

You have to start the 'dispute' within 45 days of making the payment and you then have to 'escalate to a claim' within a further 20 days (although if the seller is no longer a registered eBay user, you should be able to escalate to a claim pretty well straightaway).

If the seller should re-surface, don't close the claim on any promises from them.

Make sure you wait until the money is back in your PayPal account before you close the claim, because you only get one crack at it - once a claim closes, it can't normally be re-opened and that's the end of it.

  2. Report the problem to Paypal and they will reimburse you and they will collect the funds from the seller

  3. if he as disappeared then he must have close all is accounts, contact eBay report him ,did you get the item, if not, you my have been coned.

he probably taken the money out of pay pal and legged it.as for a refund you have to find him first,i doubt you will.good luck.
