  1. the "background" is simply the predominant rhythm.  what is going on throughout most of the study.  diffuse, meaning generalized, or non-focal. low voltage...well, it depends, was the patient awake, asleep, drowsy, ill...and what is the patient's age?

low voltage is seen in alcoholics as well.

the neurologist that interpreted the study should happily tell you the significance, if any,  of your low voltage background. if you have had an eeg, but have not seen a neurologist, and are not going to see one, perhaps the technologist who performed the test can give you enough info to satisfy.  typically the eeg is dictated by the interpreting physician with a description of the wave patterns, then ultimately , usually at the end of the report, there will be a "conclusion" or "impression"  that will state either normal or abnormal, and any recommendations for medications or other studies or treatment required.
