  1. if you do the electrical wrong you will burn down the house i would do the framing the sheet rock or the carpet myself before i would the electrical you could kill yourself and your loved ones fooling around with the electricity

  2. Use # 12 awg throughout the basement  1. 2 use same height that old outlets used to be or measure the ones upstairs.3 All appliances should have their own breaker. And 4 count how many light bulbs you going to use then you know how many watts are all together.20amps X 120v=2400w .You should use 80% of the 2400w. In NY I believeyou should have 1 outlet every 12' and 10-12/breaker I put only 7/breaker.Think safty. If you did it before you will be fine.GOOD LUCK.

  3. Check your local codes, some states or cities require a Licensed Electrician to do the wiring to protect the home owner. If no such requirement, go get Basic Electricity from public library or book store.

  4. since you are willing to try this --you will need the framing done first,, you decide the placement of outlets and lights you will need conduit for the wires to run in and the breakers will be decided by how Meany outlets and ceiling lights you want,,

personally you should reconfigure your choice on who does what
