Does E*TRADE charge a service fee to withdraw funds (some or all) from its online brokerage account into a bank account?

Most brokers do not charge for electronic funds transfer to/from a bank account, but they usually charge if you transfer everything out and/or close your account.

All I can tell from their fee schedule for outgoing Account Transfers is $25 for partial transfer or $60 for full transfers.

No.  I do it all the time.  You just go online and set up the transfer.  The only problem is you have to set up the outside account you are tranferring from/to in advance.  They do that thing where they verify the account by sending two small deposits to it and then you have to verfiy how much they were.  It takes about 2-5 business days before the deposits show up.
