EU Environmental Policy and Czech President . . .?

Question

Has there been any discussion about the effects of Czech leader assuming the role of President and the EU's environmental policy . . . and on a separate note . . . could this be why the Bali road map conference agreed to not agree until 2009?

Is this the President that doesn't believe in the hype over Global Warming, but was still elected in a land-slide? If so, he speaks about the topic more smartly than the Albert Gore Jr. fellow who upgraded his home to be "green" but ended up using more carbon than before... so he bought carbon offsets from himself (his own company).

As you can see, I don't know the topic this time around...
