  1. Build a new city? That's not a bad idea, but the EU doesn't have the kind of money (or time) for that, and there would be too much controversy on where the city would be built. I doubt a federalized EU is ever going to have a single capital, as it would give whichever member state has the capital too much power. Instead, they will likely 'rotate' the capital, for a period. Or, perhaps, they will like the United States, make a special district just for the capital.

If I had to choose though, I would go with Brussels, as most of the EU offices are already there, saves time, and it's been a political centre for half a century. Strasbourg, Germany is another good choice, as it is already seat of several European institutions (Council of Europe, European Parliament, etc). Luxembourg (city) would be another alternative, it too already has several institutions of the European Union (European Court of Justice, European Bank, etc), but above all, Luxembourg isn't a major power, so most constituent states wouldn't mind a capital being there.

  2. Vatican will be the capital of EU.

  3. My personal conviction would be that it would be in one of the “neutral” countries. By neutral, I mean insignificant nations in Europe (obviously western Europe). If it were in Germany or Britain, they’re would be plenty of uproar from all sides. So it’ll be the Netherlands or Belgium, etc.

Edit: Or France/Paris if you're into StarTrek.

  4. Brussells is already the hub of the EU bureuacracy.  Most of their organizations and heads currently reside there.  Since you said "new" capital, I assume you mean somewhere else.  I think that the EU would look to move away from any of the larger (economically) states and focus on a city that would be similar to Brussells.  I am not sure if it would be the capital of an already existing state or the capital of a small state.  Maybe Munich, Amsterdam?
