are those the people that give you contacts/glasses?

how long does it take to learn that?? and how much do they usually earn?

refractions are something that techs can do, Optometrists can also do that and actually prescribe. There are programs out there for Ophthalmic technicians which will train you to do that among many other eye tests. The refraction is only one of many tests. The pay depends on where you live, and what practice you can get into.

I spent 8 years getting licensed as an Optometrist.

Maybe you are smarter than I and can do it with little or no training.
