  1. It will have to use other Scouts and helpers (part of the job is showing leadership to other workers), involve service to others, lots of hours, etc.

Some possibilities... (I have no idea if they would be approved)

    - Photo history or documentation of local historic buildings,  places, events, etc. for the city, historical society, charitable organization, etc. (One example- document summer camp for the Scout council)

    - Set up a photo merit badge workshop for the entire council

    - Run a photography workshop and talent show for disadvantaged children or some other group

  2. My cousin was ran over two years ago and my brother took pictures during the funeral and before. Those pictures meant a lot to my Aunt and Uncle. You could set up a volunteer photography group and create something to comfort people going through tragedies.

  3. the problem is that the project has to be for a non-profitable organization.  Most scouts get atleast 100 hours of work total and it seems unlikely that you could get something like this done/approved.  I suggest sending a letter to your local town hall and ask if they have any projects and the types of things you are interested in doing.  Its unlikely youll be turned down and they always have great projects ready.  If you do it through them they will take care of expenses as well.  Good luck to you and i hope you find something, but it is unlikely that it wont be manual labor
