I would say Eastern China since it is mostly dessert providing very sparse resources for the developement of a viable civilization!! That is why it is inhabited by mostly nomadic peoples!!!

  California was the home of many an indian tribe that supported itself by the sea  and the forests and carried on extensive trade !! They were viable even as Lewis and Clark found them during their expedition to the northwest through the Louisiana purchase!!!

  That is how I perceive it anyway!! I could be wrong!!
